Vision
  
The Dehsabz – Barikab City Development Authority through the New City is envisaged to:

  • Realize the creation of a visibly successful and profitable model of Afghan development led by private sector,
  • Generate a large number of lucrative employment opportunities,
  • Establish Kabul as the largest secure and safe market in the country,
  • Generate income and revenue for the Afghan people and Government,
  • Develop the national capital as a symbol of national integration,
  • Provide quality housing, as well as permanent shelters and livelihoods for returning refugees, internally displaced persons (IDPs) and the impoverished urban population, 
  • Develop skills, know-how and technology transfer, and
  • Assure rehabilitation, development and environmental protection of the existing Kabul City

Mission

  • Prepare the master plan and associated technical & commercial feasibility studies and a detailed business plan
  • Arrangement of favorable financing for land acquisition and key infrastructure (water, energy and transportation)
  • Phased implementation of infrastructure
  • Phased development of the New Kabul City by private sector
  • Parallel rehabilitation of existing Kabul City
